Simply put, both the government and the law enforcement agencies are putting a lot of time, energy and resources into the enforcement of marijuana prohibition, without having anything to gain off of it.
The positive effects, extra revenue, lower overall crime rate, more jobs, regulated market, and health benefits are simply ignored by the states that still prohibit the use of marijuana.
On the other hand, the states that have legalized the use of both medicinal and recreational marijuana have seen massive improvements. Crime has gone down by an average of 10%, thousands of new jobs have been created, law enforcement agencies have more time and resources in order to fight more serious crimes. And the government has a substantial revenue increase from the weed market, allowing it to sponsor more community programs and development.
